It sounds like you are looking for something similar to the Buyers Products Tri-Ball Hitch - Tubular Shank with Chrome Balls # 3371802207 that only has a 1-7/8" diameter hitch ball.

The closest option we have to this is the etrailer Ball Mount Kit # 989891 which includes a ball mount that measure 8-1/2" from the center of the hitch pin hole to the center of the hitch ball hole, and is right around 12" long overall. Now this ball mount does not have 0" rise/drop, but has a 3/4" rise which would work perfectly. With the tongue weight of the trailer on the hitch, this will be pretty close to level.

This kit includes a standard hitch pin and clip, but I recommend upgrading to the etrailer Trailer Hitch Receiver Lock for 2" Hitches - Flush - 2-5/8" Span - Chrome # e98880 which will allow you to lock your ball mount to your vehicles trailer hitch receiver.
