I have an answer for you. Unfortunately, the Lockrack Adjustable XL Watersport Carrier - Canoe, Kayak, or 2 SUPs - Side Loading - Universal Mount # LR54FR does require a roof rack system with cross bars.

For a roof rack system recommendation, the suggestions depend on whether your 2013 Ford Flex has a bare roof or factory raised rails.

If your vehicle has a bare roof, I recommend the following parts:
