As long as the rear bumper on your 1998 Dutchemen 1203 Pop Up Camper is 2" x 4" then the Curt RV Bumper Hitch - 2" # C19101 you were looking at will work perfectly for you. For a non-trailered load like a bike rack, you will also need to use the Curt Stabilizing Strap # 18050 to keep from voiding the hitches warranty.
This hitch has a 350lb tongue weight rating so it will be plenty strong to support your bike rack weighing roughly 160lbs with bikes, but your bumper may not be this strong. If it is not well supported I recommend having a local fabrication shop add some bracing.
Now not all bike racks are designed to be used on the back of a travel trailer, so you will want to make sure yours is. If it is not and you choose to use it anyways the rack can be catastrophically damaged due to the increased bouncing found at the rear of a travel trailer.
If your rack is not rated for a travel trailer I recommend replacing it with the Swagman E-Spec Bike Rack for 2 Electric Bikes - 2" Hitches - Frame Mount # S94FR which is rated for use on any style of trailer including a travel trailer, and its 70lb per bike weight rating is the highest offered for a travel trailer bike rack.
I included videos of the products mentioned for you to take a look at.
