Does the outer tube bolt in place, or does it have to welded into place?

The outer tube of the Bulldog Gooseneck-to-5th-wheel adapter # BD0289580300 should be welded into place. With the outer tube only having 2 bolts, it will not have enough capacity to hold everything in place.
