Absolutely, the Swagman Titan 2 Bike Rack for 1-1/4" or 2" hitches # S63400 would be a great bike rack to haul your 28lb bike cross country. The weight capacity of the rack is 35lbs per bike so that won't be an issue. Anti-sway cradles secure your bike at 3 points with nice rubber straps to make sure the bike will not move or sway when on the road.
An integrated cable lock is included to secure the bikes to the rack. A lock is not included to lock the bike rack to the hitch receiver, however, you can add one here # S64029. I attached a couple demonstration videos for you.
