Determining Frame Width For An Adjustable Width Trailer Hitch Receiver For RVs
Question:
How are you measuring frame width? Is it from center if I-beam to center of I-beam or I- beam flange to flange from one side to the other?

To determine the frame width you're going to measure from inside of the I-beam to inside of the other I-beam. If you look at the Adjustable Width Trailer Hitch Receiver for RVs, 22" to 72" Wide # 13703 you'll see the brackets will butt up to the inside of the I-beam and be bolted on.
