It sure does!
The two wires for the reverse lockout solenoid on the Titan Zinc-Plated Brake Actuator w/ Drop, Electric Lockout - Disc - 2-5/16" Ball # T4750620 you were looking at will be wired exactly how you mentioned.
One will get grounded to the frame of the trailer, and the other will get connected to your trailer connector and then the reverse lights of your vehicle. It does not matter which wire gets connected to which, just that both do get connected.
