The things to check when experiencing chucking are the integrity of the hitch jaws, the king pin compatibility with the hitch, and the leveling of the trailer. Since you said your hitch and king pin plate is new the jaw to king pin connection is most likely not the issue here. One option to help with chucking is to replace your pin box with a an air ride pin box like the Trailair Flex Air 5th Wheel Pin Box - Lippert 1621 - 18,000lbs Item # LC328492 (note: this model replaces Lippert 1621 pin boxes). If you can provide me with your current pin box I can provide the correct replacement.
The trailer not being level can also cause chucking so what you can do is raise the rear leaf springs over the axle with Dexter Trailer Springs Over-Under Conversion Kit # K71-384-00 for 2-3/8" diameter axles or Dexter Trailer Springs Over-Under Conversion Kit Item # K71-385-00 for 3" diameter axles.
