How Tight to Get Shackle Bolts on Trailer Suspension

Question:

I see the shackle bolts have a spline on the top, just under the head of the bolts. If I purchase these, should I tighten the bolts until the splines go through the shackles and the heads of the bolts are flush with the shackles? Thanks.

Yes when tightening the lock nuts of the shackles of the trailer suspension kits you want to tighten them down to the point that the bolt goes all the way through and the head is flush like you said. The nut only needs to be that tight as the suspension needs to be able to move without tension.
