I have a great solution for you. I did some research on the Honda 3000iS generator, and I confirmed that the weight is 144 pounds and has dimensions of 25.8 inches x 18.9 inches x 22.4 inches. Unfortunately, they do not manufacture hitch cargo carriers that allow you to attach accessories via hitch to the back of the carrier.
With that being said, I recommend the Roadmaster Dual Hitch Receiver Adapter, 10" Drop/Rise # RM-077-10. This 2-inch dual hitch receiver will allow you to mount an additional accessory to the hitch. The carrier will have to be mounted in the lower receiver, and your bike rack will have to be mounted in the top receiver. One of the potential issues of this setup is the measurement of the bike rack's shank interfering with the carrier or the generator while in the carrier. I recommend measuring the bike shank to make sure that the setup is feasible. Also, it is worth noting that using the Roadmaster Hitch Adapter, it will cut the weight capacity of your hitch by 50%.
As far as a great cargo carrier that fits the dimensions of the Honda 3000iS and gives you plenty of shank length to accommodate your bike rack, I recommend the24x60 Reese Cargo Carrier for 2" Hitches - Steel - 500 lbs # 63153. The etrailer carrier has inside dimensions of 60" long x 24" wide x 5-1/2" deep. In addition, the distance from the adapter pin hole to the front of the basket is 12-3/4 inches.
If you need a hitch receiver, I would be happy to assist you if you reply with your year/make/model of vehicle.
