There are a few solutions for adding a receiver to the rear of your camper. You will first need to contact Jayco to determine the capacity of your bumper.
If the bumper is steel, and has adequate capacity, you could have the 6 inch combo bar you referenced welded in place. However, this piece is sold as a fabrication part only and it would be up to you or the welder to do the engineering work to determine if the receiver will have the necessary capacity.
Another option would be to use a receiver like the Curt RV Bumper Hitch like part # E-100. This receiver will fit a 4 inch square or channel bumper, and is rated for 350 lbs of tongue weight. If the capacity of your bumper is lower, you will need to abide by the lowest capacity.
Keep in mind that a cargo carrier mounted to the rear of a towed camper will be subject to additional bouncing that would not be experienced if the carrier were mounted to the rear of a passenger vehicle. I would recommend keeping the weight on the carrier as light as possible. You do not mention which cargo carrier you will use, I recommend avoiding a folding model as the hinged portion can be the weak point of the assembly. Using an anti-rattle device like the Roadmaster Quiet Hitch, part # RM-061 would also be recommended.
