Yes, my contact at Stromberg-Carlson confirmed that the stock tailgate cables on your 1999 F-350 Dually will attach to their 5th wheel tailgate, part # VG-97-100. You will need to use your original tailgate cables as none are supplied with this part.
I was not able to find an official tailgate weight rating from Ford for your 1999 F-350, but on a Ford owners forum I found several comments indicating that the manufacturer rates the stock tailgate capacity very conservatively at 200 lbs. (In actual practice it is not unusual to see two or three people sitting on an open tailgate, which would easily exceed a 200-lb rating.)
The tubular steel Stromberg-Carlson tailgate itself weighs approximately 35 pounds and has a rated weight capacity of 100 pounds. Since this is supported by the OEM tailgate cables, if their capacity is less than that, they will set the upper limit for how much weight the open tailgate can support.
