Hello, I have the Thule Passage 3 and want to know if the sway cages can be used with A step through bike using the adapter.

You can absolutely mount a bike with a step through frame on your Thule Passage 3 Bike Carrier - Trunk Mount # TH911XT with sway cages.
Like you mentioned you will need a bike adapter bar to go between the handle bar stem and the seat of your bike like the # HRBA-PRO which is adjustable between 15-13/64" to 28-13/16" long, or the # S57FR which is adjustable between 25" - 31".
You will want to measure your bike and select an adapter bar that fits the distance on your bike.
