A 16,000-lbs GTW is going to be the lowest GTW 5th wheel hitch, so you could use something like the Curt A16 # C16120 and mounting rails # BWRVK2402 and it would do a good job for you. The A16 has an interlocking jaw that gives you 360 degrees of jaw to kingpin contact for better security and less rattle than traditional slide bar jaws. This is a good, economical 5th wheel hitch and rail set that will work well for your 2019 Ford F-250 if you've got an 8 foot bed. If you've got a 6-3/4 foot long bed then you'll want to use a sliding hitch like the Curt E16 with slider rails # 16516; you can use the same # C16428-204 rails. If you've already got a set of rails then you'll just need one of those hitches
If you wanted to go with something that used an in bed and would leave your truck bed clear I strongly recommend going with the B&W Turnoverball # BWGNRK1116-5W which will give you a mounting system that leaves your truck bed clean when you're not towing; it'll also give you a gooseneck hitch in the bed if you were ever to need to tow a gooseneck trailer. For the hitch, the B&W Companion hitch # BWRVK3500-5W (8ft bed) or # BWRVK3400-5W (6-3/4ft bed) is designed to work with the Turnoverball system and gives you a really durable and easy to use 5th wheel hitch. B&W hitches are some of our most popular and well reviewed hitches, plus they're made in the U.S.A..
I've linked some review videos of these parts for you to check out.
