looking at purchasing curt rambler tow bar #C26FR. will it mount on the E trailor base #e98967 on mt 2021 gladiator

The Curt Rambler Steel Tow Bar # C26FR that you referenced can only be used with Curt and Blue Ox base plate kits and not the etrailer base plate kits. So your best option would be then the Blue Ox base plate kit # BLU53FR.
