Thule TH9046 that you mentioned is actually a 2 Bike Add-On for Thule T2 Classic 2 Bike Rack # TH9044. Since they look very similar, being that they are made to connect to each other, maybe you actually have the Thule T2 Classic 2 Bike Rack for 4 bikes # TH9044-TH9046. For the key, you want to go with Replacement Key for Thule Racks and Carriers - N189 # THKEYN189.
In order to extend any 2" bike rack away from your SUV bumper you can useCurt Hitch Extender for 2" Trailer Hitches - 14" Long # C45795, just keep in mind this extender will reduce your hitch's capacity by 50%.
If you decide to get a new bike rack then I would go with RockyMounts WestSlope 2 Bike Rack - 1-1/4" and 2" Hitches - Tilting - Wheel Mount # RKY10222. This bike rack is similar to the Thule T2 classic rack in the sense that it is a platform rack that secures the bike by the wheel. It has a weight capacity of 40lbs per bike and fits up to 3" wide tires. This bike carrier has the ability to tilt back to gain access to the trunk on most vehicles. You can add RockyMounts WestSlope Lock Kit # RKY10224 to deter theft of your bike and bike rack. I have attached demonstration videos for these products.
