I would be happy to recommend all of the components needed to flat tow your 2008 Saturn Vue.
Starting with the base plate kit I recommend the Roadmaster Crossbar-Style Base Plate Kit - Removable Arms # 3151-1A which are confirmed to fit the Hybrid, Red Line, XE, and XR models. The # 3151-1A pairs perfectly with the Roadmaster Falcon All-Terrain Tow Bar # RM-522 which is one of our most popular tow bars due to its 6000lb weight rating, and due to the non-binding arms that allow you to quickly and easily unhook your towed vehicle even on un-even ground.
For safety cables and tow bar wiring I recommend the RoadMaster Falcon 2 and Falcon All-Terrain Combo Towing Kit with Straight Wiring # RM-9243-1 which includes the required connectors and cord to power the lighting functions of your vehicle, safety cables, and also a storage case for the tow bar when it is not in use.
Moving on to the supplemental braking system I recommend the Blue Ox Patriot # BLU37TR due to it having an easy install and since it is completely removed from the vehicle when you are done flat towing you can use it in a multiple different tow vehicles if needed. You will also need the 12v Outlet Kit # RM-9332.
Lastly you will more than likely need a high-low adapter to level your tow bar to your tow vehicle so I have included a link to a helpful article that goes over how to measure for the correct adapter, and a link to all of our high-low adapters for you to take a look at.
It is also a good idea to check the recreational towing section of your vehicles owner's manual for any restrictions regarding flat towing, and for any special steps required to make your vehicle ready to be flat towed.
I included videos for each of the products mentioned for you to take a look at.
