Will Yakima OffGrid Roof Basket Fit 27 Inch Tire & Yakima HighRoad Bike Rack on 16 Subaru Crosstrek

I have 2016 Subaru Crosstrek, I wanted to do yakima HD bars and a medium offgrid basket. With that basket, would I have room to mount the yakima highroad bike mount and the spare tire carrier for 27 diameter wheel in the basket?

The medium-sized Yakima OffGrid cargo basket is the Yakima OffGrid Roof Cargo Basket # Y07138.
This basket has an inside measurement of 38 inches wide, which is just enough to mount both your 27 inch spare tire with the two parts you mentioned:
- Spare Tire Carrier for Yakima Roof Cargo Baskets # Y07076
- Yakima HighRoad Roof Bike Rack # Y02114
The HighRoad measures 9-1/2 inches wide, and combined with the width of your 27 inch spare tire, that takes up 36-1/2 inches of space, so you'll have a bit of room to spare, but you'll want to make sure the spare tire carrier is mounted as far to the side as possible.
Then in regards to the Yakima HD roof rack that fits your 2016 Subaru Crosstrek, there is one, assuming you do have raised side rails. The correct parts are the following:
