Will the Phoenix USA Baby Moon Hubcap - 12 Diameter - Stainless Steel - also fit a conventional OEM and trailer steel 16 wheel with four nubs instead of the three that you show on your video?

Yes. The nubs on the wheel are simply to hold the Phoenix USA Baby Moon Hubcaps # PX1309SS into place, so the 4th nub will just give you one more spot where they're holding these into place. For this reason they'll work just fine on your 16" OEM and steel trailer wheels.
