Installing Reese RP50081-58 5th Wheel Bracket/Rail Kit on 2014 Ford F-150

Can i install these brackets first , then drill from underneath-that way the top rails holes have to be positioned right?

I have heard of folks installing the # RP50081-58 brackets that way, but I'd recommend following the instructions provided by the manufacturer.
