Typically with a 3500-lbs axle you'll just need to make sure that your wheels and tires are rated for that capacity, so you'd need wheels and tires that are at least 1750-lbs per tire. Something like the # AM32156 is a 14" wheel that is 26" overall and has a 1900-lbs capacity per tire. Going down to a 13" wheel/tire like the Karrier ST175/80R13 Radial Trailer Tire with 13" White Wheel - 5 on 4-1/2 - Load Range D # AM31985 would get you a little closer to capacity but still safe at 1660-lbs per wheel/tire. This wheel/tire combo is 24" tall overall.

If you can tell me more about what your wheel bolt pattern is I can look to see if there is something else that might fit the bill, but this is generally going to be the range where you'll want to stick before going below the capacity of the trailer.
