Can Leaf Spring Hangers Be Repositioned if Correct Length Replacement Springs Can't Be Found

What would be the better option,change location of hanger mounts or go to different type of springs since you dont have 32 inch double eye?

For starters, you'll want to make sure you measured the springs the right way. Because trailer leaf springs flatten out over time, be sure to measure the eye-to-eye (or eye to end of spring for slipper springs) while the trailer is jacked up with the axle hanging free. That's the best way to get an accurate measurement.
If you still can't find the correct length spring after confirming the measurement, you can indeed replace and reposition the spring hangers if necessary. To retain your current suspension geometry, you'll want to measure the height of the existing hangers and be sure to replace them with hangers of the same height.
