The reason the Tekonsha Prodigy P3 Trailer Brake Controller # 90195 and Tekonsha Custom Wiring Adapter # 3031-P does not work with your 2019 Toyota Tacoma is very likely because you do not have the factory tow package, which means you will need additional fuses and relays to activate it.
According to the instructions for the adapter - which I have linked below - "Vehicles not equipped with OEM trailer tow package, may require fuses and relays to complete output and battery feed circuits (sold separately). Consult owners manual for locations."
I did consult the online owner's manual for the '19 Tacoma but the locations were not provided, so I recommend checking your hard copy or other materials from Toyota that you may have which details the fuse locations. If that is not available you will need to contact your local Toyota dealer in order to get the appropriate fuse size and locations.
