If the factory brake controller is not sending a full 12 volts to the actuator while set to max with the manual override applied then there is an issue and it will need to be repaired or replaced. The factory brake controllers usually don't work very well with electric over hydraulic actuators anyway so a full replacement would be best.
For this, you have a few options such as the Curt Echo part # C51180 which bypasses the factory brake controller so you don't need to unhook anything or take the truck to the dealer to uninstall the factory. If you want to go with a traditional controller like the Redarc Tow Pro part # RED44FR and part # TM75295 which is what I recommend you would indeed need to take the truck to the dealer afterwards to have them uninstall the factory brake controller so you don't have any error lights.
