The 1998 Dodge Dakota is a rare exception of a mid-size truck that can be fitted with a 5th wheel trailer hitch. The first thing you are going to need is an installation kit. Use the Reese universal kit # RP30035.
For a slider hitch, the most economical one is # RP30051. This hitch is rated for 16K gross trailer weight and 4,000 pounds pin weight. However you will need to go by the towing capacities of the truck as indicated in the owners manual. I have included links to the instructions and a video showing a typical installation of a 5th wheel hitch.
