I reached out to Valterra and to disassemble your Valterra Rocket Hand Pump # RP800 to install the Repair Kit # RP320 you are correct that first you will need to remove the screws from the bottom of the pump.
My contact said that the seal between the black and chrome pieces is very sticky and the best way to get it to loosen up is to place the hand pump in hot water, but not boiling water, for roughly 10 minutes to help loosen the seal.
Once you pull the pump out of the water you will need to use a flat head screw driver to gently pry the black and chrome pieces apart by prying in different areas across the perimeter. As long as you pry slowly you will be able to separate the two pieces without damage.
