Helpful Expert Reply:
Yes. The Roadmaster Falcon All Terrain, Non-Binding Tow Bar - Motorhome Mount - 2" Hitch - 6,000 lbs # RM-522 is compatible with the Roadmaster EZ5 Base plate kit for your 2003 Jeep Liberty # RM-521423-5. You may also need safety cables like the # RM-643 since the Falcon All Terrain does not come with them included. As a general rule of thumb, most manufacturer's base plates are compatible with most models of their own tow bars without an adapter required.
There may also be some other parts needed to complete your flat towing setup, namely tow bar wiring, supplemental braking and a high/low adapter. For the tow bar wiring I recommend using the Roadmaster Universal Hy-Power Diode Wiring Kit # RM-154 which connects your RV's tail, brake and turn signal lights to your towed car's lighting system and comes with diodes to help protect your vehicle from electrical feedback that might cause damage.
For supplemental braking I recommend using the Brake Buddy Stealth # HM39530, which is a permanently installed system that works with hydraulic braking systems in your coach. This system provides fully proportional braking for your dinghy vehicle and offers built-in battery protection that keeps your towed vehicle's battery charged as you tow.
You may also need a high/low adapter to keep your tow bar level between the RV and dinghy; I've linked our entire selection of those as well as a helpful article on how to correctly measure to find the appropriate one. I've also linked review and installation videos of these parts for you to check out.
