If you already have your base plate and base plate set you will need a braking system as you said as well as a lighting solution. If your tow bar did not come with it you will also need safety cables.
For a braking system I like the Demco Air Force One Supplemental Braking System w/ Wireless Coachlink part # DM26VR because after installed it is very easy to set up and extremely reliable. It is directly proportional and gives you the best braking response available. For a portable option the Blue Ox Patriot Portable Braking System part # BLU37TR is a good option. It does require more effort to install it before each trip but it is also proportional and meets the necessary requirements for flat towing.
Lighting is easy the Roadmaster Diode 7-Wire to 6-Wire Flexo-Coil Wiring Kit part # RM-15267 installs in line with your vehicles wiring and gives you all of the lighting you need while flat towing. It comes with the car side plug and the flex cable wiring to connect the two.
For safety cables the RoadMaster 68" Single Hook part # RM-643 are more than heavy duty enough to handle your 2003 Honda CR-V and are also coiled to stay up and off the road when in use so they don't get damaged.
I've linked videos on each of these to see more details on them.
