As long as you've got an aftermarket bumper with D-ring plates at least 5/8" thick, you can use the Blue Ox Aftermarket Bumper Adapter - 1" Pin # BX88358 to flat tow your 2007 Jeep Wrangler. To complete your flat towing setup you'll also need a compatible tow bar, tow bar wiring, safety cables, supplemental braking system and possibly a high/low adapter.

For a tow bar I recommend using the Blue Ox Avail Tow Bar - Motorhome Mount - 10,000 lbs # BX7420, which is compatible with the D-ring adapters you've chosen. This tow bar will slide into the 2" receiver on your RV as there is not a tow bar that would attach to a hitch ball that is also compatible with your chosen base plates. The Avail tow bar is non-binding and self aligning, so it's easy to hook up on virtually any terrain and the triple lug connection provides a reinforced connection to the base plates. This tow bar also comes with safety cables included, so they won't need to be purchased separately.

For wiring I recommend using the Blue Ox Towing Accessories Kit for Ascent and Avail Tow Bars - 7-Wire to 6-Wire - 10,000 lbs # BX88308, which allows you to plug into the 7 way on your RV and provides you with a reliable wiring solution. It also comes with a tow bar cover to protect the bar during travel, locks to secure your tow bar and vehicle; it's a great all around solution to cover the wiring component.

For supplemental braking I recommend using the Blue Ox Patriot # BLU37TR, which is a portable braking system that provides proportional braking for your 2007 JK; this will apply brake pressure in your Jeep with the same intensity as the brake pressure applied in your RV and help prolong the life of your brakes. The Patriot works with any RV braking system to provide you with the ultimate flexibility if you get a new coach in the future, and since this is a portable system it can also be used in a different dinghy if needed. You will also need the 12 Volt Outlet Kit, 20 amps # RM-9332 to provide power to your supplemental braking system and the Roadmaster Stop Light Switch Kit # RM-751452 to give you a signal in the coach that your system is working properly.

In order to determine if you'll need a high/low adapter, there are some measurements that will need to be taken. I've linked a short article on how to properly measure for that, as well as our entire selection of available adapters. There are also some review and installation videos linked to this answer as well, that you may want to have a look at.
