Actually, the Thule Hitching Post Pro that you've looked at already, part # TH934XTR would be ideal. The rack is compatible with 1-1/4 inch Class I and II hitch receivers as well as a 2 inch Class III.
However, the number of bikes you can carry when the rack is mounted on the Outback will depend on which hitch is installed on it. If it's a Class I (check the ID sticker on the hitch. If it has a 2000 lb GTW/200TW or less capacity, it's a Class I). The bike rack and hitch manufacturers all agree that no more than two bikes should be carried on a bike rack used in a Class I hitch. Even if the weight of the bikes plus that of the rack is less than the hitch tongue weight capacity, the 3rd and 4th bike will place too much leverage on the hitch and its mounting points to the vehicle, and could cause something to bend or fail. Which would not be good.
If you don't already have a hitch for the Outback, I'd recommend a Class III like the Curt # C13410.
With the Palisade, you'll be able to carry all 4 bikes with a Class III hitch like the Curt # C13427.
I've linked to a product demonstration video featuring the Thule Hitching Post Pro bike rack as well as to installation videos for the hitches mentioned above.
