Troubleshooting Titan Brake Rite Electric Over Hydraulic Trailer Brake Actuator

Hi my actuator runs consistently with just the white - and black + wire connected thinking something has got wrong from new

According to Titan, if only the white and black wires are connected, the hydraulic pump should not run. With those two wires attached, the pump should start when the blue wire is touched to the positive battery terminal.
The folks at Titan tell me that the two most common problems in an electric over hydraulic braking system are low brake fluid level and a system that's been incorrectly wired or has had a connection come loose.
Please ensure that the brake fluid master cylinder is full and that the unit has been wired according the the wiring diagram I provided.
