According to the installation instructions found on Huskytow.com for the 31408 frame brackets, the frame brackets themselves utilize some existing holes in the truck frame, but you will need to drill a 9/16 hole on both sides for each bracket. You will also need to drill through the truck bed to connect the bed rails to the frame brackets.
For a 2016 model Diesel truck, the exhaust sensor located on the passenger side frame rail will need to be relocated as outlined in the instructions.
For a no-drill option, I'd recommend the reasonably priced Curt # C16424-204 custom install kit. This kit provides industry standard rails, just as the Husky one does. I've linked you to an installation video.
