If your Jetta SportWagon has factory siderails but no crossbars, I can offer a low-cost option that can accommodate one kayak of 16 to 24 inch width without the need to purchase crossbars or other hardware, but please note that we have no kayak carriers that can mount directly to your side rails.
The Malone Deluxe Roof-Mount Kayak Carrier, part # MPG152, is a complete yet simple transport system. This product uses foam blocks to protect both your kayak and your vehicle roof, and includes 2 straps and tie down ropes to secure the kayak bow and stern. The link will let you see all such kayak carriers for naked roofs. These aren't to be used for extended highway use, though.
If you prefer to install crossbars to your existing roof side rails you will have more options for types of kayak carriers plus the ability to use other roof-mount accessories that require crossbars, such as cargo boxes, bike carriers, etc.
For a roof rack system I suggest the Malone SteelTop # MPG201. This square bar system offers excellent compatibility with a wide range of accessory items and it includes locks. Please see the linked video.
With this crossbar system I can suggest the Rhino-Rack J-Style Kayak Carrier - Fixed - Universal Mount, part # S510, which also includes 2 tie down straps and can mount to the Malone crossbars.
It is a worthwhile measure to check your Jetta owner manual for details about the weight bearing capacity of the vehicle roof. Keep in mind that the Jetta roof will have to support the weight of your kayak, plus the weight of the carrier and/or roof rack.
