I have a 2015 GMC 2500 HD -gas, what is a fair and safe weight of a fifth wheel I can tow ?

I looked up the towing capacity of your 2015 GMC 2500HD with a gas engine and it looks to have a 13,000 lb towing capacity. If you stay under that you'd be totally safe. You might still verify your towing capacity with your owners manual.
The Reese hitch part # RP30928 that you referenced has more capacity than you'd need but it's a really great hitch due to it's overall build quality and jaw design that holds the king pin tightly which translates into a smoother ride quality. You'll need a rail kit installed in the bed of your truck like the Reese part # RP50066-58 which is a confirmed fit and doesn't require frame drilling.
