I have a great solution for you. Using the Timbren Axle-Less Trailer Suspension System with Hubs part # A12RS440 and the Kenda 205/65-10 Bias Trailer Tire with 10" White Wheel part # AM3H410 will give you exactly what you need without the need to have a custom axle built.
It sounds like the entire trailer is 24" wide by 59" long which is quite narrow and would require a custom axle be built. We can likely get you what you are looking for if you decide to go this route. IF there is enough space for them to build it out for your specifications. I do need to know however how far apart on center the frame of the trailer is if you want to try it..
