The Fulton XLT 1401 has been discontinued for some time, and as such, the replacement ratchet you are seeking from the photo has also been discontinued, so if your winch does not work, the best option is a new one. The XLT 1401 was a single-speed winch with a 1,400 lb capacity and 20 foot strap, and there are similar options that are high quality but won't break the bank.
For one of those I recommend the Dutton-Lainson Hand Winch # DL15337 if you like a longer handle (this one has a 9" handle) or the TowSmart Trailer Winch # 348776 for a shorter handle (this winch has a 7" handle).
