I have located the wire under the car but dont know if there is a cap to be pulled off?

To install a custom vehicle wiring harness like the Hopkins Plug-In Simple Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # HM11143875 onto your 2003 Subaru Baja you will need to located the 6 pin connector that is located underneath the passenger side rear of the vehicle, near the vehicle vapor canister.
A few reviews did mention that there is a cap on the connector on the vehicle that will need to be removed prior to installing the wiring harness connector.
