What bike cover is best for this rack which is attached to a hitch on a sedan car please

We don't typically recommend bike rack covers for the back of a passenger vehicle like your 2019 Tesla Model 3, since it's going to create added drag and potentially additional stress on the rack; we typically only recommend using them on RVs since the rack is going to be mostly shielded from most of the wind. If you want to use a bike rack cover on the Hollywood Racks TRS Bike Rack # HR3000.
I recommend using the Swagman Bike Cover for RVs - Large - 2 Bikes # S24FR since it's designed for larger bikes like the e-bikes you'll be carrying.

My Hollywood platform rv bike rack has two straps that are used to connect to the bumper for stability of the rack. would it be possible to use these with the Swagman cover
