Are the dimensions of this hitch carrier the measurements inside the side rails?

The "24 x 60" you are referring to are the inside dimensions of the Reese Cargo Carrier for 2" Hitches # 63153.
It measures 60" long x 24" wide on the inside of the carrier and 61-1/2" long x 25-1/2" wide on the outside of the carrier. This has a robust 500 lb weight capacity and it's shank has a 2-1/2" rise which means you get optimal ground clearance. In order to secure it to your hitch you will need the Anti-Rattle Trailer Hitch Receiver Lock # 63232.
And if the cargo you are carrying will block your vehicle's tail lights, like if you are using a cargo bag such as the etrailer Cargo Bag with Mounting Straps # 988501 you will also need a light kit, and the one designed to fit this carrier is the Light Kit # 20174.
