I am looking at this WD/Sway hitch and need to know if I can use my Weigh Safe Wsun-3 2-5/16in Universal Tow Ball no Clam Shell with it.

No. You cannot use a Weigh Safe ball mount like the # WS4-2 with a weight distribution hitch like the Reese Strait-Line # RP66083, but you don't need to since the #RP66083 comes with a shank included that mounts to the weight distribution head. With that said, the Strait-Line is a great system because it provides 4 point sway control and the cams lock into place during sway events, so they work to prevent sway completely before it starts.
If you're looking for a way to make sure that you always know what your trailer's tongue weight is, the etrailer # e99044 is a great portable solution that will provide you with a reliable tongue weight scale with a capacity of up to 2000-lbs.
I've linked a short review and installation videos of the scale and weight distribution system that I recommend checking out.
