I had some measurements taken at the warehouse and the dimensions of the rear cradle of the Thru Axle Bike Carrier for Rhino-Rack Pioneer Platforms # RR43233 at the smaller width is 1-1/4" while the larger is at 2". The strap measures at 13-1/2". Attached is a picture showing exactly where those measurements are.
I can confirm that this will not fit your fat tire bike as most straps for fat tires are about 18" long.

The next easiest option for mounting bikes onto your Rhino-Rack Pioneer Platform is to use their Rhino Rack Accessory Bars - 53" long # RR43138B. They have different sizes for different platforms so make sure to choose the correct one. You can then use roof rack bike racks like the Rocky Mounts Tomahawk # RKY1222 with these accessory bars. Just make sure the clamps fit between the platforms openings.
