There is one way to properly tighten a spindle when installing axle parts. Ensure that all parts are full seated. Tighten the nut on end of spindle until there is resistance when you try to turn the wheel, then back up nut the least amount possible in order to install cotter pin - usually 1/8 turn.
I have attached an article which throughly explains the reassemble of spindle parts, and a video which (at the 5 minute mark) shows a spindle nut being tightened and turned back.
