Trailer Brakes Lock Up With Curt Echo Blue Light

Trailer brakes are locked. We unplugged the controller, plugged in, solid blue light.

Thank you of your purchase from etrailer of the Curt Echo Brake Controller # C51180, and we can try to figure out what's happening here. The blue light on means there is not a trailer connected, and if this is happening and the brakes are locking up, there are a couple probable issues.
The first is to check for any type of corrosion on the connectors; it can hamper the signals getting through and cause a "no trailer connected" problem so look for that. If that's not the issue it could be a short in the wiring, so you will need to check the wiring on your trailer and see if there is a broken, crimped, or otherwise damaged wire that is causing the short, which you can repair with 10 gauge wire # 10-1-1.
Finally, you'll want to visually inspect the brake magnets; if you can see the copper windings coming through the magnets will need to be replaced. To test the magnets use a multimeter and follow the help article I have linked to guide you on testing magnets, as bad magnets can also cause the issue.
