Attaching License Plate to Cargo Carrier
Question:
How might I go about securing my license plate to the back of this? Just wondering what the legalities of travelling with this on the back of my suv might be through the state of California, etc.

The legalities regarding a cargo carrier obscuring a rear license plate can vary widely by state. Your best bet would be to directly contact the State Police or Department of Transportation in the states in which you will be traveling.
Many cargo carriers do not provide a dedicated place to attach a license plate. You could drill two holes through the rear rail in order to bolt the plate in place to temporarily attach the plate, if needed.
If you need to add lights, you could use the # 20174 or #98174LED. You could also consider a locking hitch pin # e98882.
