The Tekonsha OEM Replacement Vehicle Wiring Harness w Brake Controller Adapter - 7 Way Trailer Connector # 22119 has an 18 gauge blue wire as you stated. This wire is run to the reverse light circuit at your tail lights. It should be a red wire connecting to a harness that is directly connected to a bulb for that reverse light function.
