A 4 way connector like the Tekonsha # 118378 provides the base functionality and connections to the brake lights and turn signals, plus adding a converter box that are needed for a fully functioning 7 way connector. With that said, if you don't want to install the 4 way first, you could hard wire in a 7 way like the # HM40975-11998. Most people prefer the ease of installing a plug and play 4 way option in order to avoid any potential wiring issues, so it's usually the preferred method.
If you want to install the 4 way first, I recommend using the Tekonsha # 118378 to install one. This is a plug and play connector that will provide you with the base connections to the tail lights and turn signals you'll need for a 7 way connector. Once you've installed this plug, you can use the # ETBC7 to give you a 7 way connector that will allow you to tow a trailer with brakes.
If you don't already have a brake controller, I recommend using the Tekonsha P3 # 90195, which is one of our most popular controllers. The P3 provides you with proportional braking in relation to the power of the brakes applied in your tow vehicle and has an easy to read LED screen.
I've linked some review and installation videos of these parts for you to have a look at, as well.
