I have a few options for you when it comes to carrying your Rook Bike with Fenders. The Swagman Current # S64678 is a great cost effective electric bike rack that has a frame mount design. Since your bike has fenders it is best to use a frame mount design bike rack. This rack fits 1-1/4" and 2" hitches so it will fit the hitch on your 2019 Toyota RAV4. I am a big fan of Swagman's racks because they pack a lot of features into a friendlier price.

The Hollywood Racks Sport Rider SE # HLY84FR is a really nice well built electric bike rack too. This is a very popular option because it is so sturdy. This rack only works with 2" hitches. Both the Sport Rider SE and the Current come with locks and have the ability to tilt away. The Swagman Current might be a little easier to use when tilting away but the Sport Rider has an impressive weight capacity at 80 lbs per bike compared to the Current's capacity of 60 lbs per bike.

We offer a lot of bike racks for E-Bikes but the Thule EasyFold XT 2 E-Bike Platform Rack # TH903202 stands out because of all of the features it has. It comes with a ramp to help assist with loading your bike and it stows in the rack. The tilting feature Is the easiest because the release lever is at the back of the bike rack. The others have levers or pins towards the vehicle where the bikes get in the way. It fits 1-1/4" and 2" hitches and has a built in anti-rattle device and pin to make this a tool free design when installing it on your RAV4. It is pretty compact when folded up and has wheels built in to help transport it for storage.
