You'd typically leave the steering wheel unlocked, and no bungee cord is required.

Depending on the model year of your Cherokee, you might need the Mopar Flat Tow 68321424AB wiring harness, available from the dealer. I believe this applies to 2014-2018 or 2019 models. The harness is used to prevent a 'death wobble' from occurring when the vehicle is being flat towed.

To flat tow your vehicle, you'll need a tow bar, base plates, safety cables, taillight wiring, a supplemental braking system and possibly a high/low adapter.
