How do the Adco Ultra Tyre Gards Secure to the Wheel and Tire

What holds them from falling off or blowing off?

The Adco Ultra Tyre Gard RV Wheel Covers part # 290-3976 are held on the tire by a Bungee-ball cord. These help to get a good secure fit on the range of tires sizes it fits. Check out the video I have attached my buddy Adam did on the covers to see how they work.
