What is Amperage Rating Per Stoplight/Blinker Circuit of Curt Trailer Wiring Harness # C55580

The spec says, inch Maximum amperage for Stop/turn lights = 3 amps per circuit. Focusing on the brake light circuit, what does that mean? ... 3 amps total for both the right and left side, or 3 amps per side?

Yes the stop/turn circuit amperage rating for the Curt trailer wiring kit part # C55580 is per side of the trailer. So it is rated for 3 amps for the left stop/turn circuit and 3 amps for the right stop/turn. This is because the blinker and stop circuit is on same wire. So to look at it as just the stop light circuit you could say it's rated for 6 amps since that's both assemblies at the same time.
Then for the running lights circuit it's rated for 5 amps total.
